Help Needed....how to blend an image with a border?

Hi Everyone!

Your expertise is needed please?

I have Photoshop elements, and want to know how i go about blending the attached border and image? sorry ive not rotated the border through 90%....but you get the idea...

Any help would be graciously appreciated....

Can you use layers in elements? If so and the software can, you'd select the black on the frame image, delete it or paint it black on a layer mask so it's not visible, then copy the whole image and paste on top of the other, the white frame should be visible and the black gone, blend mode normal.

Forgot to add, when your selection is made on the black, you may need to feather it one or two pixels so its not quite a hard edge selection.
