registar evaluation version not working?

Hello Iv tried downloading the evaluation version of registar but i get the following error message any ideas?

RegiStar is unable to initialize its evaluation version license manager. 

Please ensure that RegiStar is run at least once from an 

administrator account.

Are you an Admin account ?

Also what OS are you using?

The Win7 instructions (and Win8) say:

The first time you run RegiStar after installation you must also do so using an Administrator account. For this initial run, right click the RegiStar 1.0 shortcut in the Start Menu or taskbar and select "Run as administrator."

Will the iris software do the same job as registar?? I think it's free?
