Seeing and Clarity on Weatherweb.net

Have been looking at the astronomy forecast on weatherweb and it lists Clarity and Seeing - for example this evening it lists them as being 4 or 5 for my area.

Does that mean Seeing and Clarity is great, or do higher numbers indicate it being poor visibility?

Without looking I would imagine the hihger numbers are better. Have a look at London and see what it says, as you would imagine it would be worse than say, Dartmoor??
