basicaly, it is a sort of "out reach" program to get more people interested in the moon. there is an event at the Norman Lockyer Observatory in Sidmouth

We have hosted events for the last three years for international Observe the Moon and they have all gone very well.

Through International Observe the Moon Night, we hope to instill in the public a sense of wonderment and curiosity about our Moon. Our partnerships enable us to stay up to date with the latest and greatest scientific discoveries about Earth’s nearest neighbor, and we strive to bring those discoveries to the public."

basically it is one of our normal open evenings which is based around the moon and includes a talk, planetarium shows, visits and viewing through the historic telescopes as well as members telescopes and the moon being projected on the side wall of the observatory
