Seeing and Transparency?

I notice that on observation logs observers enter quantitive values for seeing and transparency for the time they are observing. Could anyone tell me how these figures are arrived at or are they a subjective assessment by the observer?

Thanks Smolloy - great site. Both fields are therefore subjective based on established scale and recognition will come with experience - I've a long way to go
