One of the reasons for these restrictions is to stop spambots generating sigs with links (potentially harmful ones) before the mods and admins get a chance to weed the spammers out...

I had the same problem when I first joined the site. Be patient and check your profile page for the signature option to appear. When it does, you all set to enter your info.
