Can we observe the expansion of the universe on a macro level? or is it impossible to see in our locality when we are inside the bubble of a galaxy?

Saul Perlmutter's Supernova experiments for which he received the Nobel Prize in 2011 is an example of macro level observation

Locally its quite different as Galaxies cluster together

So probably beyond Supercluster level I suppose the expansion would be more noticeable

The force expanding the universe can't compete with gravity or the electromagnetic force - that's why things like rulers don't expand, and local galaxies merge.
