I've got my own pet theory about this. The neutrino detector is located at L'Aquila in Italy, which was the scene of a big earthquake in 2009. There would have been crustal faulting which could have shifted the L'Aquila laboratory a couple of metres closer to the neutrino emitter at CERN. If they are using the pre-earthquake distance in their calculations, then this could account for the "extra fast" neutrinos.

Bet then again I could be talking out of my hat :)
