Another mystery item

Hi all,

I just found this, anyone know what it is?

That slit you can see in the top goes all the way through. The two holes are different sizes, the larger is 1 10/16th of an inch and the other 1 1/2 inches

Cant for the life of me figure out its use.

That was my initial thought; however, the funny jump down in size from one side of the hole to the other has kinda thrown me.
