focus tube ajustment

hi all i am still trying to collimate my scope but the crosshairs on the cheshire will not match up with the reflection. now with both bits of paper in scope as ab's tutorial shows im sure the secondary is centered but when i move focus tube all the way out. i notice the inside of the focus tube is not a complete circle as i move the tube out slowly the top part of the circle becomes visible first.by about what looks like 2-3 mm this view is with collimation cap

would this be the reason for the cross hairs not matching up ? as i do not wish to tamper with it if not needed. the crosshairs that do not match up(the ones on the cheshire) are just below and slightly to the left of the reflection
