To accomplish budget friendly tracking mount, is it practically workable when an EQ3 mount is attached with RA motor?

That would make it equivalent to a star adventurer or similar star tracker. So yes, it's a viable budget solution. You won't have goto capabilities, and you need to make sure you have good polar alignment for astrophotography.
