HEQ5 RA Setting circle problem

I have a new HEQ5 which I've only been able to use a few times due to the weather. I can set the polarscope and align the scope which seems to work fine. I haven't needed to use the setting circles  but today I've been playing around with them in the day light and there seems to be a problem with the RA setting circle.

The RA setting circle seems to be floating. The circle does not rotate either with the locking screw locked or unlocked when I rotate the RA axis. It feels like something has come adrift. 

Any ideas?
