How to adjust V power focuser?

I've got a new VX-12 telescope, which came with a "V power focuser" (similar to "Omegon V power focuser" as in the attached image).

It looks very solid and well machined, however it's currently unusable. There are specific points where the focuser knob sort of  "locks" in place in a spring loaded fashion. Also it's very stiff.

There are several small adjustment screws, but I"m not sure how to adjust it properly. Any one has experience with these focusers? Is the "spring locking" behavior normal?
