The GIMP?

It's a very good, free (as in beer) image manipulation program. Does a lot of the stuff that photoshop does, but is maybe a tad less "polished". However, it does all the curves, levels, layers, and other astronomy useful functions so worth giving it a whirl!

The biggest downside (unless there is an updated version - I haven't looked in a while) is that it doesn't handle 16 bits per channel - there is a spin off app called "cinepaint" which is not released as stable under windows (but is under OSX/linux/unix), and another ongoing project called "filmgimp" that do/will support 16bits per channel, but not sure how good or advanced they are.
