which has the best visibility under a red light at night? white with black markings? Black with white markings? some other colour combo?

I would say white markings on black, that way it appears as red on black.

At least with white markings as much as possible of the red light is reflected for you to see.

Other colours except red markings on black would be worse, and red markings rely on the wavelengths that the pigment reflects being the same as the red light used.
