Do you mean the Kaku Kikkawa action? It was first presented in this paper (not freely available online, unfortunately):

Phys. Rev. D 10, 1823 (1974): Field theory of relativistic strings. II. Loops and Pomerons

Try Googling "Kaku Kikkawa" and you should be able to see it somewhere.
