Yes, but only for EQMOD and a Synta polar scape (the graphic is scaled for synta specific dimensions). If not using EQMOD but using a method based up on the Polaris hour angle displayed by the synscan (which is just straight J2000 and isn't precessed) then the position will be with respect to the green circle. For other mounts / polar scopes you're on your own!
