    If the universe is infinite, then at some point all atoms will repeat, could my dob be looking at another me looking at me with his dob?

      No, the space that is the universe may be infinite but not the stuff that is in it. Also there is an expected life span of this universe so not infinite in time either. The other you would not be able to see you through the cloud layer on this planet if he existed, same as you cannot see him through the cloud. I assume that you have cloud?

      It wasn't a comment on factual correctness, science has many theories and whilst some have more evidence to back them than others none should be considered "the way it is".
