help understanding coordinates

Been reading the guides here on the site and am stumped on understanding the numbers.

4, 11; 194º, 46.8".

I assume the 194* is what i would point to on my compass, but i do not know what the 4, 11, and 46.8 mean.

any help plz?

Angular measurements are made up of degrees (as you have already gathered), Minutes (which are 1/60th of a degree) and Seconds (which are 1/60th of a minute).

The 194º is 194 degrees. The 46.8" is 46.8 seconds. The 4 and 11 don't show any units but if they were minutes, they would be 4' and 11'.
