Got the bug again

Hi all I haven't been here for a bit I sold my scope for a guitar a 4-5 months ago and now I'm regretting it, I'm seriously thinking about selling my equipment to fund a new scope. My problem is that the council have decided to put a light pretty much in my back garden so I'm limited to star clusters and planetary. As a result I'm after a refractor (I choose refractors over catadioptric scopes just because it's my personal preference) and would very much appreciate any suggestions for a refractor and some extra eyepieces on top. Or maybe a dob again I'm not sure, could someone tell me the advantage of a refractor on mainly planetary and stellar observing. My budget I think will be around £400 ish.
