Apart from the price and 2x versus 2.5x, what's difference between these two?

The Powermate is a different optical design to a barlow - it tends to be referred to as an "image amplifier". This review explains it better than I can:

I've owned the 2.5x Powermate and it was very impressive - all you get is the power boost with no side effects (despite adding 4 glass elements into the optics train !).
