With the dual GoPro setup, camera A recorded a timelapse, and camera B a night-lapse, then mixed and faded together with DaVinci Resolve, there is an inevitable frame rate change as the night-lapse is 30 second subs.

Could you please explain what's a difference between the time-lapse (at night) and the night-lapse - in this case - and why you need two cameras?

The way the camera takes the frames, in night lapse mode I set it to 30 second exposures. Two GoPro cameras are needed as you can't script a sequence to start in one style and then change to another, it can only run one.
