After a bit more looking at the camera back and the fitting of the peltier cooler i have decided to not use the 40mm TEC1-12706 and use a 30mm TEC1-12704. This was is to give more room for fixings and the like inside the case. The 40mm peltier was just too large and the fixing would have been marginal at best. So I will modify the camera back to hold a 30mm peltier and fix a few problems with the first design, and hopefully by the time its built the 30mm peltier would have arrived.
