Dew heater power?

I found a couple of cigarette lighter cables in my "electrical drawer" and I wondered whether they would be any use to power a dew heater strip:

This one's got variable voltage: 1.5-9v. I thought most dew straps need 12v... any exceptions? It gives out 500mA. What will this power?

It has 7 different connections.

The heater I built for myself pulls about 1 amp at 12v and gives ~15W, if I remember right. At 9v, you'd be right on the edge, also if I remember right. (My former carreer was electronics tech, but much of it is being erased by my current position. My brain is full...) Someone else may give a more definitive answer.
