Perseus arm is closer than thought

I don't quite understand this. Are we between two arms of the Galaxy? Or are we measuring from the arm we're in to the next one? I see the new model of the Galaxy, a barred spiral, is the illustration.

All those T-Shirts with pictures of the Andromeda Galaxy (posing as the Milky Way) that have an arrow pointing to some place near the edge that says "You are here," are going to have to be put on sale before the new ones come out...
