telescope elevator...possible?

i have researched about orbital elevators and know in theory its possible, but what about a structure that is built from the ground up above the clouds,this means that even if its cloudy you can travel to this elevator and get above the clouds to view the stars.

is this at all possible?

Such structures exist. They have names like Mauna Kea, Cerro Paranal, Kitt Peak, and so on :)

Also, aircraft work, there are a few telescopes on aircraft. Usually they're used for infrared astronomy, to get above most of the infrared-absorbing atmosphere. Can be cheaper than building a space telescope.
