Light pollution ?filter & small refractor

Hi.

Like so many others I have to endure skyglow from local street lights. I have a small garden and I'm surrounded on all sides by other gardens & my house. I have experimented & found the best spot to put up my scope which blocks out most of the street lights, but this does limit the amount of sky available to view, but I will have to make do. There is still the problem of general skyglow. Will a filter help with this?

I have read that the light transmission will be lowered and that you need a 8" + scope - I have a WO 110FLT.

Generally speaking which type of telescope deals with light pollution best?
