Venus is always smeared

I tried to look at Venus this eve and it was all smeared, twinkly and diffracted. I have tried a few times now and it is always the same. Is this going to happen every time because venus is always low in the sky??

Has anyone got any tips (other than taking my scope up a mountain :().

Venus and mercury were right next to each other tonight, which was very cool.
