Are you saying I use my first picture where the secondary is perfectly under the circle and then use other tools such as laser to adjust primary mirror?

Hello stargazers,
I need some help with collimation process on my 10" F4 newtonian. I'm using a TS optics concenter collimator and if I align the secondary mirror inside the innermost circle of the concenter then outermost circle is off and if I adjust the outermost circle then my secondary mirror is off. I have tried several time to adjust the three screws as well as the central screw of the secondary mirror but I'm not able to achieve alignment.
