You can optically reduce the focal length of a telescope with a focal reducer. This is done often with SCTs to take them from f/10 to f/6.3 For refractors .... don't know if any reducers are available.

I want a shorter scope

Buy a shorter telescope. If you cut down the tube, the focuser will need to rack out more to compensate. It will still have a focal lenght of 1000mm.

No.

The length of the scope is determined by the focal length of the objective. You cannot alter that so the scope has to remain the length it is, otherwise the primary image is not at the correct position/plane for the EP to pick it up and so magnify it to the magnification you want.

I'm puzzled by this thing of people "cutting down" scopes. Does it actually work?

Can you actually make a f/l 1000 (f11) scope into a"quicker" scope by simply cutting out a section of the tube?

No you cant because the lens assembly dictates the length of tube needed to come to focus.

Peeps usually cut a bit off the tube to make binoviewers come to focus properly.

They need a lot of 'in focus' if you want to use them without barlows.

Probably as AndyH as already said to accomodate a binoviewer where there wasn't enough inward travel to come to focus or maybe for solar work where other components are to be introduced into the optical path.
