The length of the scope is determined by the focal length of the objective. You cannot alter that so the scope has to remain the length it is, otherwise the primary image is not at the correct position/plane for the EP to pick it up and so magnify it to the magnification you want.

I'm puzzled by this thing of people "cutting down" scopes. Does it actually work?

Can you actually make a f/l 1000 (f11) scope into a"quicker" scope by simply cutting out a section of the tube?

No you cant because the lens assembly dictates the length of tube needed to come to focus.
