All Sky camera to measure nightsky quality and cloud cover

Hi all

Is there a setup/software that can give me cloud cover, or the quality of the sky, or both,  and that i can build and put near the observatory?

My goal was to measure the sky every night and find out its quality and at the same time find out how much nights without clouds i have.

And please don't give me meteorology prediction sites

Oh, and something i can build and programme as well
