when is the best time to see  Jupiter ?  I  have actually seen Jupiter in the western part of the sky where I live which is in the Northern part of ILL

Jupiter is best observed when it is close to opposition. This year that will be second half of August (opposition is on Aug 19th if I'm not mistaken).

At that time you'll be able to view Jupiter due south at midnight at highest position in the sky.
