that seems a bit of a strange statement- are there really places you couldn’t see orions belt?

This is as much an eyesight test as of light pollution. Last year I was able to see 9 stars, my son 16 at the same location and time. 

I also think places other than rural locations should be better safeguarded against new housing, commercial and road developments destroying local light levels. That needs stronger powers to reduce and regulate lighting and mass education.

Yes, my night vision has deteriorated too!!

I have more difficulty seeing faint stars than the milky way, so my star count would be unreliable.
