Depends on the max speed of the pillar drill, but I doubt it could drive a router bit, but there are stepped bits made for enlarging holes in metal, some cheap, others not, but have a look on amazon\ebay etc....

Forget using a pillar drill. Needs to be done on a lathe so check with a local machine shop to see if it is worth it.

A big enough drill bit would be expensive plus would shake apart or burn out a typical home type pillar drill in a minute or two. You would need an large industrial sized pillar drill to drill a hole that size.

I drilled a SW weight out to a bigger size using a good quality "Starrett" hole saw in my cheap  pillar drill, took a while but did it ok, needed to make a wooden guide to keep it central.
