Yes, you can screw a ball head to the dovetail, either on the screw that is visible on the image above or by removing the black attachment at the end and revealing another tripod screw.

What do you mean by ‘is the bracket tiltable’? Which bracket?! If you mean the black piece on the image, then yes, that can rotate, either by loosening or by turning the knob visible at the bottom of it.

I have used both the black attachment and a ball head on my Star Adventurer dovetail. The ball head is very quick to get roughly on target, but more difficult to make small adjustments for final framing. The black attachment is great for small adjustments: use the knob for changes in Dec and the SA itself to adjust RA. However, if you are using a camera and lens, you need a way of rotating the camera body to give the best framing - with my longer lenses (eg Canon 300mm f4) I have tripod adapter rings on the lenses which allow rotation of the lens and consequently body. With shorter focal length lenses the camera is screwed on to the black attachment and is fixed.
