Date format with decimal?

Came across this yesterday: 2018/03/10.671

Can anyone explain how this works?  Does the .671 signify the time of the day on the 10th March?  If so how do I convert from hours and minutes to decimal, and is it UT?

So you just divide the time by 24 to give decimal!

15:30=15.5

15.5/24=0.646

so 18/03/14.646
