OK let's clear it up.

At 10 k you will have left wing a static red,  right wing a static green,  2 red anti cols one top one bottom,  one white on tail. You can call them navigation lights, running lights, or marker lights. Some of the other lights sometimes get referred to as navigation lights, but you won't be running on zero lights, or shouldn't be. In UK wing strobes will be off in normal ops. 

From the ground you will struggle to see that. Hence the laser issue.

Also, for what it's worth, no plane I've been on has ever been over 40,000 feet.
