The cooling is temperature controlled, so you do not keep a camera at a certain percentage, which instead is chosen by the camera. Here's my SBIG ST-8300M set to -50, just turned on right now - it is at 100%:

I had my qhy8l hooked up to a switched power supply while doing darks at -20 & the amps drawn varied between 1.5a at 100% to around 1a at 45-50%. So yes, the higher the output % the higher the amps drawn.
