Do magntic poles always relate to rotaion axis?

In the solar system, no.

Uranus and Neptune have dipole tilts of 59 and 47 degrees respectively.

Aren't their axes tilted accordingly? I thought the OPs question loosely was are the poles either end of the axis? Or am I missing something?

Good question, yes their axis is tilted but their magnetic poles are still offset.

May be this will explain it better than I can in words.
