About Natural Satellites(Moons) of each planet

As we go far from earth why does number of moons goes on increasing for each planet (Terristrial OR Gas giants)

A quick look and it may be related to mass of the planet.

Also what is a moon, one of Mars 2 moons is spirilling in and will either break up or make a big crater. So it is not stable.

Many "moons" seem to be little more then a small rock.

Not to mention ours which is slowly moving away!
