EQ Wedge Question

I'm sure this is answered somewhere on this site, but I did a search and couldn't find one.  Anyway, looking to build a wedge and am confused about measuring my angle.  I have come across several examples on building wedges some just refer to a wedge at the angle of your locations latitude (mine would be 39.6) and other examples say to measure your angle at 90 degrees - your latitude (so I guess my angle cut would be 50.4).  So, the question is, which angle do I go with?  I'm thinking the 90-39.6 as all those examples explain the reasoning pretty well.
