That is the Diamond V2000 Tri band antenna. Used for VHF on 6 metres and 2 metres and UHF on 70cms bands for amateur radio.

The only clouds here in North Germany are the big black rain bearing ones. There does not appear to be and end in sight either. Just to add insult to injury it is also really windy so I can't indulge in my other hobby, flying model aircraft during the gaps in the rain.
