Concentric circles on stars

If i understand correctly then when you put a star out of focus then you are supposed to see even circles... when i zoom out all i see is the star getting bigger and lots of dots on it, no circles or rings

Is this a collimation issue or eyepiece? Im using the 2 i got with my scope

Thanks for any insight :)

(Outside atm there goes my night vision)

sounds like rubbish seeing - my scope is collimated as far as I can tell and yet I've never been able to get a star test that differs from what you describe.

Is what you are seeing the same as the "atmospheric turbulence" diagram near the bottom of this link?
