Eq 3 polar scope

Hi I've just got a second hand eq3 pro for grab and go stuff but I'm having some problems understanding the polar scope.

It's my first eq mount so probably explains it, but when I turn the dials nothing happen.

No rotation at all .Is it broke?

Some bits of it are meant to turn freely.  AstroBaby has a good tutorial on setting up the polar scope.  It's for a HEQ5 I believe, but the principles are the same.  I'll post a link when I can find it again.

I'm having a problem in that my Polaris marker on the polar scope is in a different location (when using the setting circles) than on the app I have.

Should I just ignore the app?

Getting the Polaris marker properly aligned is one of the last steps of setting up the polar scope as far as I recall.
