Power Banks

I recently purchased a cheap power bank for some experimentation, the nominal output voltage is around 5.2V with port currents of 1A or 2A which in theory could with the help of a step up DC-DC converter power anything from simple mounts to a DSLR.

The issue I have found is that if you measure the output with no load you get about 3.2V, a quick try with a 1K resistor across the output did produce 5.2V but obviously the power bank would be self current limiting.

The question is can the unit be tricked into say outputting a constant 5V 600mA on the 1A socket and 5V 1.5A on the other socket by means of a simple resistor network across the output and/or the two unused data lines?
